No. Speech recognition runs on your iPhone and the audio is discarded once transcribed. Optional cloud cleanup sends only the transcribed text over HTTPS, and it is not stored there.
iOS requires it for haptic feedback and for the shared container that lets the keyboard read your snippets, scratchpad, and settings. It is not used to log keystrokes, and the keyboard sends nothing about your typing anywhere.
